Ukrainian President Volodymyr Zelensky States He Lacks Clear Defense Guarantee from Partner Nations
President Zelensky has stated that European allies have failed to provide sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.
However, comprehensive defense assurances have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be deployed.
Partner nations suggested that the US would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
Moscow has thus far remained silent on the announcement made in the French capital.
President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukrainian territory.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "a vital part of our dedication to support Ukraine for the foreseeable future".
He added: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."
Zelensky hailed that agreement as a "significant leap of progress".
Twenty-four hours afterward, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if European countries would defend Ukraine.
"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you must ultimately depend primarily on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
One envoy stated the allies "mostly completed" their work on agreeing security protocols.
Last week, Zelensky said a peace deal was "ninety percent complete".
Questions of land and defense pledges have been at the forefront of outstanding matters for diplomats.
Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.
Russian forces now holds about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with drones, though with varying degrees of effectiveness.
